The problem is that Meganium, as a defensively oriented Pokemon, doesn't have enough bulk to make up for the many weaknesses the Grass type has (unlike for example Tangrowth), and on top of that its two abilities are useless most of the times for it.
It's sad. I actually like Meganium, but I can't deny how underwhelming it is in general, and I can understand why its design may not be everybody's cup of tea
