How the FUCK do I evolve electabuzz? He's level 71 now. I have him holding the electirizer and he still wont evolve. Do I need a thunder stone or something?

The trade evolution changes are not the same as star sapphire. In that machoke evolves when holding a black belt, but in this it just evolves around level 40+.
