Yes OP, it is somewhat implied that Dittos *may* be failed attempts to create Mewtwo.

Reminder that Mewtwo is only "Mew's clone" in that anime movie. In the games, it's genetically modified but directly Mew's child.

Actually forget this. The original Japanese merely says "From the potential within Mew, we have managed to create an entirely new Pokémon: Mewtwo."

The Ditto thing still holds though.
