No one decided that. It's just what makes most sense, Litten is a heel wrestler so dark type makes more sense than fighting type. Rowlet is obvious and Popplios evolution looks playful and like most fairies not as cute as it looks. There is still a chance that it really is another Fire/Fighting or that Popplios evo is Water/Psychic for some reason but i'd doubt it.

No. Look at Emboar and it's lore and then look at Luchalitten. Emboar cares for it's kind and protects them, that's the way most fighting types behaive. Honorable fighters that fight for reasons. And Luchalitten spits asian mist and smashes a defenseless Pikachu with a announcer table. I'd say there's a big difference.

What if Rowlet3 is grass/ground? A little bit of a shot in the dark here, but perhaps it loses flight in its final form in exchange for being able to use its wings as a bow and aim with precision, plus the long legs mean it can still move fast on the ground. We don't see it flying in the concept art, and the colours would match up with the colours of its name, like how the others seem to indicate water/fairy and fire/dark. Otherwise grass/flying is the most obvious option.
