Pokemon obviously know too many moves to make banning by moveset viable, but Pokemon only have three abilities.
People always argue like if they did it for one thing, they'd automatically have to fuck around with more complicated shit like the niche tiers and unreasable shit like trying to sort out which moves make a Pokemon stay in a tier.
