Plus, Hoenn, being a TROPICAL island made sense to have only 2 ice type evolution-lines and one ice type legendary (funny, same case as Sinnoh with fire types) but plenty of water types and a decent amount of fire types, but because it is TROPICAL ISLAND.
But still, 10 years later people still don't get it and keep complaining about not having enough fire types in Sinnoh but nobody cares about ice types in Hoenn. They both even rocked the same concept of having an Elite Four member with these typings in their respective region: Glacia and Flint, regardless of both not having that many pokémon in their disposition to be truly specialized.
