PP Max or PP Up can only take a move up to 160% of their base PP (PP Up does it in 3 increments of 20%).

A base 5 PP move can only go up to max 8 PP.

It doesn't need fixing, the reward you get it's huge, so if it had better power or chances it'd become broken. It's for the best if it stays like this and remains a gimmick move you'll never use aside for pokémon who don't have better coverage or are tanky enough to play around with it instead of using rockslide. Which by the way needs to get nerfed to 20% flinching because 30% is stupid high in VGC.

Except the move is distributed poorly. Most pokemon that learn it aren't special attackers or have better moves to run.

Honestly I can get a lot of the why but moves like this should get better distribution. It Ominous Wind and Blizzard at the least should get more PP. I get they don't want exactly all of them to be the same but it's weird Ice Punch are all the same, TbFtIb are all the same, why can't the OG Superblasts be the same PP wise with such shit accuracy.
