What makes this, and other Pokemon similar to it (like Deoxys for instance) any different from Ultra Beasts? Are they not all extraterrestrial in some manner?

UB are apparently not of the same dimensional plane, from what I've been understanding from the hints and pieces and designs we've been getting.

Clefiary, Elgyem, Deoxys are all just aliens within the same universe, UB's are outside of that bubble though

One is actually pokemon while the other are some random other dimension dumba jumba creatures. (Imagine how there are grass, tree pokemon but there are still normal trees/grass in the pokeworld)

Now this begs the question...

Will we... ever get to see those alternate universes/dimensional planes? Would it be too much for our character's, and by extension our, understanding?
