Why do things have to be this way? We can get a gym literally owned by the mafia, but not a Dark gym?

You know if there was Dark in Gen 1, Giovanni's gym would be Dark type.

Why? Team Rocket wasn't all that bad of guys. Sure, they were "evil" but nothing about them was really representative of the dark type, they kept their organization underground.
