With Zoroark they noted how it was being forced into Lucario's position.
With the Primals there were people saying it was a "stylistic choice" and they weren't actual forms.

It's not impossible to think that they're catchable but the smart money sure does point to them being plot-only and/or boss battles. It's not like we haven't had uncatchables before, remember shit like Mecha Tyranitar , Black Door and Majin in the Pokestar Studios battles?

In the case of the Ultra Beasts they're making the obvious distinction between UBs and Pokemon by specifically referring to them as "mysterious beasts" and separating them from Pokemon on the site.

I don't think we are suggesting 5-hour bosses, but something closer to Final Fantasy bosses would be a nice change rather than just facing gym leaders and team admins who use Pokemon that can easily be eliminated with one or two moves. Clearly GameFreak can create more engaging single player experiences with the engine they made.

You'd have a point if you were talking about the "it moves like a little girl..." part where they're intentionally being mysterious and vague about why it does so. But everything else is just "hey they're not pokemon" and they're being in your face with it.
