It is implied that the Aether foundation are most likely the true villains, and were the creators of Type Null by utilizing the starters and Rockruff to achieve their three main goals (wealth, immortality, all-knowing wisdom). But because they lack true Aether, they were left with a failed experimental creature, Type Null.
