Also, somewhere in the manga you can tell she doesn't have those black shorts people sometimes say she wears(based on one anime frame).
Although the manga characters are kind of different, like her eyes are yellow. And you can't tell for sure she has no underwear in the manga, just that she doesn't have shorts or anything, since you can see part of her buttcheek. Since anime Dawn appears to not wear any though, I tend to think it's canon across all her iterations.
Incidently, Serena(or rather, Y) doesn't appear to wear anything under her skirt in the manga either.
