Because they're conspicuously not listed as Pokemon on any official site and don't look at all like Pokemon, in the sense that they feel like something from another franchise entirely (which I imagine is the point).

They may very well be periodically resetting fights. They may act as a "pokemon" that you can call upon to fight for you; GF have a raging hardon these last two series for non-classic combat systems/mechanics (mega evolution, z moves, etc). They may simply be plot elements that we arent meant to fight.

We had clues there was more to Zygarde ever since we saw those locked-away signature moves.

There are words verbatim describing Ultra Beasts specifically as a threat, whereas Pokemon are almost always revered.
