The reason looker appears in ORAS with no memory and a strange souvenir is because he was close to uncovering aethers secrets and was brain wiped.

Looker doesn't give the Strange Souvenir though, he gives an Audinite. The Strange Souvenir comes from a Backpacker in one of the hotels.
