Be cause he looks like Ziggy stardust, isn't a fighting type, and didn't get an evolution or mega, despite deserving one.
He shoul have had a Normal/Fighting Mega with speed boost.

Well to be fair Pinsir and Scizor got mega and they had a rivalry. (Well Scyther did)

Ruby and Sapphire has two pokemon that have a legendary rivalry, Zangoose and Seviper.
It just feels like a missed opportunity to ramp that rivalry up in the remake giving them both cool mega forms.

Zangoosefaga tend to be very annoying despite being an extremely niche subset of the furry Pokefandom.

Might be because its a shitmon that constantly get bara/chub/tsundere into the mix. That and the design is truly deviantart tier.
