Take Sylveon, M-Gard or M-Mence for example, since they are prominent Hyper Voice -ilate users. The problem with that move is that it dissipates the damage into a fraction of its power for both opponents. That sucks if you're expecting to knock out one of both opponents asap.
Enter Hyper Beam, which will most likely fuck one of the Pokémon's shit up with a boosted, typed, 150-base attack. You're essentially concentrating the effect of Hyper Voice into just one, very pesky, opponent. After that, you can use Follow Me or something like that to protect the user during the recharge, or just tank some hits if it can (which is, in itself, something you can exploit strategically, because the opponent needs to choose whether to attack the immobile Pokémon or its more dangerous partner).
