- everything held Leftovers for 1/16 HP regeneration per turn
- Sleep Talk was introduced, making Rest viable
- Steel type in its absurdly broken gen 2-5 incarnation was introduced
- Hyper Beam was no longer usable
- Gen 1's high critical hit ratios were no longer present.
Because all mons still had equivalent of 252 EVs in every single stat, offensive setup was very limited and a lot of mons had limited coverage or even no STAB at all, most mons in the game could stomach three neutral hits without fainting. So you had everything Resting left and right, turning battles into PP Stall and Spikes + Roar shitfests. At the top of this pile of shit stood Snorlax, taking advantage of also newly introduced Curse and Fighting type's continuing shittiness to easily let its user win against any team that lacked Snorlax on its own. Normal type in general was ridiculously broken in Gen 2, even more so than it was in Gen 1, with other ridiculous users like Blissey, Porygon2 and Miltank.
