It would encapsulate all the moves like Hyper Beam, Explosion, and Bide that cripple you if a Ghost switches in, and moves like Wish, [Foo] Power, and Metronome that are vaguely supernatural but don't fit into any existing type.
It could have Pokemon like the Clefairy line (Normal/Power), Minior (Rock/Power), and a shitload of Legendaries - Deoxys, Arceus, Azelf/Mesprit/Uxie, Regigigas (Normal/Power), and maybe even Dialga and Palkia.
Offensively, it'd be resisted by Fighting (cool guys don't look at explosions), Power, and I dunno, Psychic or Dragon or something. It'd be super effective against Dark, Ghost, and maybe Fairy? Poison?
Defensively, it'd resist Fairy and/or Ground and/or Normal and/or Poison as well as Power, while being weak to Ice (literally negative energy) and Dark. Might have a Ghost immunity, but probably not.
Tl;Dr: conceptual fusion of Cosmic and Light, given vague and poorly thought out deific themes, and used for risky or mystical-but-bland moves.
Game Freak will never change that many Legendaries, but I can dream.
