make a baby evo with it's base stat total. Give lapras more base points and a couple of new moves because it's an evolution now.

Do this, and then give it Lightning Rod instead of Shell Armor and buddy you've got yourself a real contender

Like, Lapras is "good" in that at first glance it seems to have a lot going for it, but it suffers from that Gen I curse of being so well-rounded that it's outclassed in every individual role by another more specialized Pokemon

You can use any pokemon in VGC doubles. Lapras, water absorb with another water absorber both using surf to heal each other, freeze dry for water types.

Lapras is better physically since it gets Dragon Dance/Curse and doesn't have to worry about Scald since it has Water Absorb

no guard sheer cold would just be banned.
hydro pump is outclassed by scald which doesn't need no guard, and you could give it snow warning or a different hail ability to facilitate blizzard
