Part of "Satoshi giving up" would be based on discovering that his father was never a great trainer that his mom told him about, but a useless runaway failed adult, like Takeshi's dad. The other part would be the Mewtwo culmination, with Pikachu and Meowth leading a Pokemon rebellion against humans, proving that they are more than just pets. It was supposed to be, like, a Team Plasma paradise.
Obviously, nobody would have let such plans come through.
