Those are actual animation techniques, smear frames and stretch/squash. If you break it down frame by frame, it'll be stretched and weird, but in motion makes scenes more fluid and stylish. Lots of anime and movies and even games do this.

It doesn't look bad, some people prefer this style of animation.
