Legendaries should automatically have amped up stats in the wild and their levels should be much higher as well. The normal formula goes as this typically
>trio is lvl 40-45>box legend is lvl 50>main legend is lvl 70-75>all post-game legends range from 50-55The three trio pokemon can be the same level except they MUST be roaming pokemon, in addition to that they heal after every encounter. If you paralyze them and got their health down to 1 in one encounter but they escape, they come back fully healed the next time. Alongside that you MUST catch the trio pokemon before any other legendaries show themselves to you. To avoid the issue of getting a high level sweeper too early the game should be designed so that legendaries won't obey you before your 8th gym badge, the trio should be the only legendaries you actually catch.
The box legends you can finally challenge after finding them deep within a long challenging dungeon filled with tricky puzzles, they appear at level 70 and have amped up stats, alongside that they can summon 4 other pokemon to fight with them being lvl 50 each, you must beat the minion pokemon first before even attacking the boss one. The legendary you must defeat and fterwards he recognizes your strength and allows you to become his master, but his lvl resets to 1. He does however retain his signature legendary move at that lvl. All other legendaries play out the same way but are fought in post-game at lvl 100.
