How can one poach a pokémon?
I was watching ep.2 of Pokémon Generations and they accused Team Rocket of poaching pokémon... which were kept in pokéballs.
So how does this work?

If you remember that some pokemon are endangered species and the fact that you are technically on a scientific expedition then you might realize that the only reason you were allowed to catch many of the pokemon you did is because of Oak's authority.

Pokemon trainers have to have liscenses - the Trainer Cards.
This liscense can be taken away for any of myriad reasons - including breaking the laws of ethical treatment of pokemon, or stealing pokemon from others.
If you keep owning a pokemon when you no longer have your liscense...
