Magneton with Scarf is best. Remember, it gets slower when it evolves into Magnezone.

Scarf Magnezone is slower than Raikou, while Scarf Magneton is faster than Weavile.

If you want power, go Magnezone, i.e. Specs or Sub.

I like Magneton more than Magnezone, shiny, design and so on, Magnezone only gains extra bulk while the offensive power barely changes, plus it is slightly faster.
Kinda used to like Magnezone too, however Magnemite and Magneton are still my favorites of this line.
