Also when gender differences where introduced in Gen 4, the females kept their appearances from Gen 3, while the males got higher ears (Meditite) and a longer head bulb (Medicham).

Gender was determined by the Attack IV in Gen 2.

Because of this, it was impossible for female Pokemon to have maximized Attack, unless they were an all-female species.
