This endless cycle also would fuck with Pikachu, who is the series mascot, if Ash became an actual pokemon master this would be the end of his story and Pikachu would retire, which means some other trainer with another mon would need to show up

Finally, we can't have Ash becoming a pokemon master either because that's what kids would also search for after watching the anime, if they ever set on stone "to become a pokemon master you must win this event, them its official" them it means any kid who wants to become a pokemon master can just beat one of the games and he will have acomplished his objective, having the title of pokemon master vague and unknown means more people buying more games and participatiing on this endless cycle that is pokemon
