Ignoring the shitmon part, a lot of gen v pokemon evolve at late levels for no real reason.
There's no reason Rufflet has to be level 54 to evolve.

I suppose, but Mandibuzz evolves at that level too. Their both counterparts, so it seems odd GFmade both them evolve at the same level solely because of a possible reference on Braviary's part.

Gen 5 has a lot of pokemon that you can only access late in the game, so they gave them late evolution levels. Rufflet evolving at 54 isn't so bad when you catch them at 34-40.

Right, it was one of the moves to be buffed in the transition to Gen 6. Also, nothing that would actually use this move learns it, aside from Probopass and maybe Ampharos.
