When you look at Ice, it's clearly designed as an offensive type Yet there are very few Pokemon that can actually abuse that. Greninja being able to use STAB Ice Beam is part of what got him sent to Ubers (as he got all of the offensive benefits and none of the defensive downsides)
Defensive Ice-Types are beyond saving unless you completely change up the type chart. Giving it one or two resistances or giving a Hail buff when the only Hail inducers are steaming piles of garbage won't make defensive Ice-types better. And Ice is a type that's logically designed around being frail.
It's a glass-cannon type with no glass cannons. Fighting was designed as an offensive type and it was pretty much awful until gen IV introduced the powerful Close Combat and Drain Punch and Focus Blast and new powerful Fighting-type Pokemon. Ice-type needs a renaissance like Fighting did. But with emphasis on Alolan Sandshrew/slash being slow, I doubt it's happening this generation.
