Could Rockruff be a fossil? I say this because it's rock type and Hawaii has an extinct dog breed (that they used to eat, btw)

It's an interesting idea. My gut instinct is that it isn't; just because Rockruff has been pushed so hard, and you normally get two fossil mons, so where is the other? I just get the feeling that Rockruff will either be given to you early in the game, or it will be a pokemon you can catch fairly early in the game. Maybe it's a fossil though; you have some logical reasoning.

I'm pretty sure Rockruff is Gen VII's Rattata.
You will be able to catch it in the first route.

It being a route 1 shitmon isn't a bad idea, it being a fossil is kinda OK.
