Lightning is caused by the flow of hot and cold air, so maybe the Pokemon uses its ice abilities to cool the air and pseudo-science its way into creating lightning bolts that way? It could live at the top of mountains where it snows, and are responsible for the numerous lightning storms that plague it.
So some count of mountainous creature, like the goat an anon suggested, although I personally like the idea of a lizard best.
Ice type evolves into Ice/Electric as it masters the ability.
