Wasn't going to be 251 in the early version considering there was a version in the office that didn't ended at the demos end and was 80 percent done in build. They wanted it to come out earlier.
Certain Pokemon only existed from gen 1 but some from gen 2. Some didn't have their evolutions yet and some like slowking was a seperate species at level 5 or so already.
I recall they once worried about breeding due to parents concern in some old mag.
