Someone is posting a whole bunch of clown images in it.
The more blatantly the person is trying to derail a thread the more likely the mods are to act. eg photographic images are more likely to get nuked than manga images on an anime board unless the person is avatarfagging.
If it's only one or a few posts they might not do anything unless the person has a history of shitposting in a particular way.
Also say for example a /tv/ mod/janitor comes to moderate /vp/. They aren't experienced at moderating /vp/ and they might not recognise it as shitposting.
Only report if you're sure that it's against the rules. And every board has different patterns of what is acceptable vs what is not acceptable.
