They are designed to contain pokemon. It probably is a dna thing. nowhere does it state pokeballs can contain "all types of objects" let alone humans.

Wrong. Item balls are balls that contain items. This is why Voltorb/Electrode/Foonguss exist, playing on the "mimic" trope of RPGs, instead imitating the balls that often house items.
It's why certain items are hidden, they're not housed in a bright red ball, and are instead obscured by grass/dust/sand/etc.

Regardless of what you consider canon, the answer is no.

The anime has been the only one to fully address this to my knowledge, and both times, when the person was hit with the Pokeball, it either bounced off or electrocuted the person.

Weirdly enough, Pokeballs can capture inanimate objects, like donuts

If it isn't canon why do Pokemon say their names in the games now, when them saying their names originated in the anime? Why does Pikachu use it's ANIME voice as its cry in the newer games?
