i always saw it more like our reallife school
it's also not really hard, but it kinda prepares you for later things in life

work your way through the gyms
and then you participate the league
also the frontier brains

In my head canon league champions are basically governors. The pokemon world is a strict meritocracy, if you can beat the previous champ at full strength you become the new champ.

In HGSS (and maybe GSC) one of the Dragon Masters in the cave behind Blackthorn City threatened to tell Lance that Clair was withholding a badge from you after you beat her.
I'd assume they have quite a bit of power, at least when it comes to Gym leaders.

First off, no one implied he wasn't competent.
Second, we don't know he's the most competent gym leader, he's just the last you face in-game.
Lastly, if it were a strict meritocracy, then he would've still had to go through the ringer instead of having it handed to him.
