Because in Yellow, Red is more close to Ash wasn't supposed to have Eevee. That was Gary's mon. He did, however, actually own a Lapras.

In RGB, you're playing as Red, who doesn't have all 3 starters (initially) and also rescued the Eevee from TR (in the manga)

Oh. To add on... He only has Lapras in Crystal, which was basically the 3rd middle game that had the combo of version exclusive Pokemon from both opposite versions, just like how Crystal is with GS, Emerald with RS, so on and so forth.

Basically, Crystal is more of a sequel to Yellow than it is to RGB.

Snorlax has ass for special attack and he opted for Hydro Pump as his water STAB on blastoise. Lapras is just his boat. But remember, it's just a theory...A GAME THEORY.
