Like for example my 3ds is set up to the point where I can more or less drag a pokemon file on my pc on a program and it injects the pokemon to my 3ds over wifi into the game while it is running and connected to the internet. But you need to be on a lower firmware version to start the tinkering process (or be good at soldering), if you aren't on the lower firmware version you are out of luck.
Thing is, previously it was possible to inject even on the latest firmware, so a lot of people started doing that and only the lazy ones started these threads and let other people do the work for them, so people got pissed off.
