Early moves like Peck, Rollout, and Bite depend moreso on the pokemon's physiology than its actual typing. For example, Chespin, Jigglypuff, and Voltorb all learn Rollout because they are physically capable of rolling into a ball and attacking that way, and none of them are Rock type.
If Litten were to learn Bite, it doesn't mean much. That's because many Pokemon can learn Bite. It's a widely distributed move. That's because it only requires a set of fangs to perform, which many Pokemon possess.
The same can be said for Peck. These kinds of moves depend more on the Pokemon's physical abilities than their typing. That is why they're so widely distributed.
Disarming Voice, on the other hand, is a relatively rare move. Unlike the previously mentioned moves, Disarming Voice requires a certain skill to perform (and not just a physical trait like fangs or a beak). Disarming Voice suggests that the Pokemon is capable of soothing enemies with its voice. Very few Pokemon have this skill, and an overwhelming majority of those who learn it through level up are fairy type. Non-fairy types who learn it through level up are cutesy or fairy-like in nature, such as Audino, Meowstic, and Swablu. Even Mega Audino and Mega Altaria are part fairy type.
Disarming Voice doesn't guarantee that Popplio will become fairy type, but it does lend credence to it.
