You could change the Pokemon that appeared in it with e-Reader cards

If it was ever utilized, it only was in Japan

It was never utilized. They scrapped it and threw the Pokemon you could catch into Gale of Darkness to compensate

Originally, there was going to be an event that would change the wild Pokémon found in the cave to a Johto Pokémon, like Teddiursa, Smeargle, etc. But it was never actually used, so they put these Pokémon into Colosseum/XD/Emerald instead. So without that, Altering Cave is just a cave filled with Zubat, which isn't exactly hard to come by.

There's nothing saying they can't release Eternal Floette in the two months before Sun and Moon come out, and there's also nothing saying they aren't saving her release for Sun and Moon. After all they DID have Mega Latios and Latias in the X and Y coding but saved them until ORAS.

It was in Platinum, just still as unused

If you have it in your bag the game automatically asks you if you want to use it when you walk into the Spear Pillar. If you choose yes, you walk up a staircase and arceus is standing there. What is the confusing part?

Uhhm, you have to, like, go back to the spear pillar again? That is, like, so stupid, who would do such a thing? Like, I've never gone there just for the sake of doing so and it was totally never because I thought the entirity of MT Coronet was, like, nice to explore even with a full pokedex.
