Playing devil's advocate here, but it's possible that Game Freak could have just been playing fast and loose with the whole idea. Foxes and Dogs are both canines, so they decided to be stylized with it.

Honestly, I don't even see why it matters so much. Getting a stick up the ass over something so minor and nonsensical isn't worth it.

Or people are just grasping, trying to make a pattern exist for some dumb reason. If they wanted to make a fire dog starter, they could have done that. It's year of the dog, not year of the canine.

Typhlosion is a volcano. Not a rat, not a mouse, not a badger. A volcano.
Charizard is not even a dragon. He resembles an EUROPEAN dragon, not one of the depicted in chinese zodiac. He is a lizard, just as his original and english name suggests.

Like I said, loosely based, Charizard isn't a Chinese dragon either, Kangaskhan isn't a Kangaroo, Growlithe isn't really a Tiger or a Dog, etc...

They're just based somewhat on the original concept.
