If it's too weak for its tier, it drops in usage.
If it's too strong for its tier, however, it gets sent up.
If it's not used enough in that tier, it drops to a BorderLine "tier".
A mon can rise multiple tiers at once by simply just being used in the target tier, but cannot drop more than one at once. I believe these are monthly summaries of the meta.
This goes for every tier except if a mon is too strong for OU, as Ubers is essentially the banlist which has become a tier of its own over the years.
I argue that BL1, the BL tier above UU should become a tier of its own as CommonlyUsed or something so that we have a tier which mons like Staraptor can roam free in and that Suicune can get banned to.
Arguing that X mon should be in a tier below is stupid because if it's used enough in the tier it's currently, in it should fit with that tier.
Arguing that X mon should be in a tier above is stupid because if it's not used enough there, it's probably not good enough for the tier to even pay attention to it. People have probably tried with itbefore, but without much success.
The community votes for bans after a suspect test period, where the mon is temporarily suspended from the tier for judgement of that meta, if it's more enjoyable or not. Bans don't always coincide with usage, like with M. Mawile.
Things aren't suspect tested to go down or up in usage, just suspected for being too strong for the meta. I believe every mon with like ~680 BST is in Ubers almost immediately, which would be like box art legendaries and such.
