Gengar made sense as a final evo until they made its mega. Ball of gas-> Ball of gas with hands-> Full bodied ball-> Ball of gas with hands again. It would have made sense if a mega-Gengar-type design was used for the 3rd form and the mega was a fully formed body.

Mega gengar makes complete sense. He goes ball of gas to gas with arms to full bodied gas to having a complete body. Mega gengar is no longer gaseous as proven by it losing its levitate Abillity. On top of that, it even has tiny little legs.
