Some people might not like him due to him either being a clown or looking unsettling/frightening/ugly/not cute enough to a extent design wise or all around not being interested in him, but to others, they look past that and he turns out as likable as a Typhlosion or anything resembling such to them because they just see him as this big cuddly sea lion clown and/or like this mixture of threatening and cute at the same time.
People just have different tastes. While there are people who to a extent like Poppmaid (due to finding her cute and pretty and elegant or this or that), there are others that simply aren't as interested in her and would have preferred something else.
