The games have retarded height values so the anime is forced to exaggerate in order to show pokemon as imposing as they need to be. Otherwise, dragons like charizard that can be ridden aren't the height of the average 7th grader

Pokemon (in the anime and spin-off games) are shown to have varying heights and weights, just like real animals.

Also, it depends on how Game Freak is measuring height; do we include Blastoise's cannons or Venusaur's flower?

They're a lot of variables that go into this.

the only thing wrong with this picture is Mewtwo. Venusaurs plant on the top counts as it's height making it taller than Blastoise appropriately.
