Surprisingly enough, Diantha has the highest leveled pokemon out of all champions the first time you fight her, not counting Alder.

Only Lance/Alder actually interacted with the ET as much as she did, and she has a fucking Garchomp. And a Togekiss. And is one of the few NPCs to directly involve herself with Legends, and not just the box kind.

On top of that, we don't even know where Cynthia is actually from. But considering she has a Lucario, a Fairy, and a (Mega)garchomp, Kalos seems reasonable; She's just on vacation in Unova at the time of XY

All her Pokemon are EV trained and have 30 IVs. She uses great Mons like Garchomp, Lucario, Togekiss and Spiritomb. Its just a legitimately difficult battle

It's debatable, but I think a lot of people just don't count Red since you never face him as the champion outside of the PWT.

Easiest is Diantha, my levels were like 10 below her and she was still easy, my mons aren't like the most strongest/popular mons either and she was still easy.

hmmm i suppose so but we did get to fight him on mt silver as a boss battle and later we find out he was the champion that handed down the title to lance so that he could get even stronger

btw, is he considered to own a mewtwo cause of origins?

cause if that's the case and he is confirmed for having the only mewtwo i'd put him over cynthia

Johto and Kanto share the Indigo League. Lance is the champion. Red either got beat as champ (and decided to get stronger) or left the league on his own

That's not what OP asked. Diantha has the highest levels for an active champion, and also has the pokemon with the highest BST. Diantha is canonically the strongest champion.

Cynthia is objectively the strongest due to;

1. 31 IV's in each.
2. In Gen 4, you face her 60's team with your around-50's.
3. Strong AI; switching Pokémon to benefit from type match-ups.
4. Varied Team, excellent movepools to counter.

Probably some more to add to the list, but these are the main reasons as to why she is the best.

I suppose Alder was no longer the Champion after Iris takes over, but we know you don't lose your Champion title just by someone else taking over

Does Green even exist in the canon universe. She's never appeared as an NPC like Red and his rival Blue, who is probably the weakest champion considering his reign lasted about five minutes.

There is no official or canon statement for this, so we don't know.
Unofficially you could test this by taking their Gen V PWT teams (plus maybe Iris Challenge Mode rematch, but definitely not Diantha because she doesn't have any items and also uses a mega) and either pitting them against each other enough times to get a statistical sample or doing a convoluted probability analysis to see who is most consistent at winning.
