What is the least amount of change you can do in order to make ice a viable defensive typing, without also nerfing other neglected types like rock or grass?

Resistance to dragon moves?

Full immunity to dragon never made sense to me anyway.

Resistance to Dragon, Ground, Normal, and Flying.

Normal and Flying just put it on par with Rock and Steel. Ground and Dragon are the more key resists to common offenses that it already has an advantage on, making Ice a more solid counter to those types.
