The logic behind the grass Pokemon is for ensnaring fleeing profligates and providing a handy supply of lashings for a crucification. Caesar has a magmortar as a representation of the howitzer at the fort and the hypno helps him deal with the brain tumor as well as mentally weakening anyone in his presence. Blissey helps him deal with the tumor. Everything else should be fairly obvious.
