To be fair, elemental rock paper scissors doesn't work from a writing standpoint, it makes everything too one sided. (unless you want it to be one sided) For a battle of equals, you will have to make one have the power to beat the other one way or another. Type coverage? Maybe, but I think that's just dodging the issue, not to mention it also ruins the point if you have a rock that is also able to cut paper. With skill, one should be able to overcome things like that. The rock will puncture paper anyway. The scissors will shatter rock, and so forth. Why did you make the system to begin with then? Exactly. Don't do it.
The anime has a problem much worse than that, though. It will say the rock can puncture paper, but then will all of a sudden say it can't, and there was nothing different about the paper that made it unpuncturable. No consistency.
