You're actually right; Porygon3 would have relatively low speed, but it would probably be even bulkier than Porygon2.
Remember that Porygon2 was conceived to be able to explore space, and it failed. Porygon3 would be able to withstand the environment of outer space, so it should have extremely high defenses.
