In Kalos there are 5 HMs, 1 of them is exclusive of Flying-type, the other four (Cut, Surf, Strentgh, Waterfall) can be learned by Bibarel. I don't think Diggersby can learn Surf and Water d all due to be part Ground-type

Note: both Bibarel and Diggersby can be found on Yellow Flowers on Route 22, Surf and Waterfall are require to get there (Lapras can learn those two moves)
