Dex number plays no role.
You're either trolling or a moron. I'm not implying that everything has to be connected. Please tell me where I'm losing you:
1. Regular riddles are grouped together, this has always been the case.
2. Unannouced pokémon with connections are listed together with their ties, like the starter evolutions together with the basic starters, or the bust between the legendaries and UB's.
3. The Kakkhara is not listed together with the regular riddles, for no good reason mind you.
